Captive Review magazine has released its latest statistics on the global captive insurance market. As of the end of 2024, there were 6,079 captives operating worldwide, including 3,753 active cells under Protected Cell Company (PCC) structures.

Labuan continues to strengthen its position as a leading captive domicile in Asia. Industry estimates indicate the jurisdiction hosts over 70 licensed captives (excluding 31 cells) and remains a strategic hub for Asian corporates seeking cost-efficient, well-regulated solutions. Labuan offers an attractive tax regime, robust oversight by the Labuan Financial Services Authority (LFSA), and the flexibility to establish innovative structures such as PCCs.

In a climate of economic uncertainty and heightened focus on risk management, Labuan’s business-friendly environment makes it a compelling choice for companies considering captive solutions in the region.
